  4.     Few expected Norwegian Prime Minister Jan Syse's wobbly
  5. coalition to last long, but when the government fell last week
  6. it was a matter of genuine concern. At issue was a question that
  7. has divided Norwegians for three decades: the country's
  8. relationship with the European Community. The immediate crisis
  9. was over trade relations with the E.C., but with that crisis
  10. resurfaced the ultimate question of whether Norway should join
  11. the Community.

  13.     Although Gro Harlem Brundtland, the Labor Party leader and
  14. two-time Prime Minister who was forming a new government, has
  15. long kept mum on the E.C. question, she will have a tough time
  16. sidestepping it for much longer. Within the European Free Trade
  17. Association, to which Norway belongs, sentiment for joining the
  18. Community is accelerating fast. Last year Austria announced its
  19. intention to apply, and Sweden followed suit two weeks ago.
  20. Finland is seriously pondering the issue, and a pro-E.C.
  21. initiative is gaining ground in Switzerland, the most resolutely
  22. standoffish country in the EFTA. Although fears still run high
  23. in Norway that the country would lose independence and control
  24. of its natural resources, concern is mounting that if everyone
  25. else joins up, Oslo could be left out in the cold.
